Group HSSE (Health, Safety, Security & Environment) Manager

JOB PURPOSE:

Lead and manage the development and implementation of Group occupational Health, Safety, Security & Environmental management plans and controls, in order to secure a safe work environment in compliance with Legal regulations, standards and Clients’ requirements. 

JOB DUTIES:

Health, Safety, Security & Environment Framework

  • Formulate and implement innovative, effective, and efficient Group Health, Safety, Security & Environmental management strategies, policies, plans and procedures.
  • Direct the development and implementation of Area HSSE related policies, plans and procedures in coordination with Area HSSE Managers; review and approve Area-specific HSSE procedures prior to implementation.
  • Oversee the development and implementation of Group Environment, Social and Corporate Governance (ESG) activities including related policies, plans and procedures in coordination with Lead ESG Officer; review and approve Area-specific ESG procedures prior to implementation.
  • Monitor and ensure compliance with all HSSE policies, procedures and systems in Head Office, Central Support Office(s) and Areas, securing continued HSSE integration into core operations.
  • Provide the needed support during tendering phase by reviewing HSSE-related contractual terms, bidding requirement documentation as per clients’ requirements, and providing technical feedback and recommendations.
  • Provide the required HSSE documentation to the Business Development team & Area Management for inclusion in the submission of pre-qualifications for new projects.
  • Review HSSE records & Non-Conformance Reports (NCRs), ensuring that all required corrective actions are implemented in a timely manner and closeouts submitted by the Area HSSE Managers.
  • Collect, compile, analyse and distribute Group HSSE monthly reports to concerned Group & Area Management and departments.
  • Chair the Group HSSE Management Review Meetings and review the MOMs from the Areas of operations.
  • Track Group HSSE metrics and use the data to identify and reduce risk.
  • Supervise the administration and record keeping on HSSE audits, reports, and certifications.
  • Establish the Head Office yearly audit schedule, conduct internal audit missions, and analyse findings to introduce corrective and preventive actions, as well as improvement initiatives.
  • Ensure that Area HSSE audits are carried out in accordance with established requirements and coordinate external audit missions for all projects in the Area. 
  • Investigate incidents, near-misses and losses through inspections, direct feedback, and statistical techniques; analyse root causes and develop corrective actions, formulate, and circulate HSSE Lessons Learned (Multiple Languages).
  • Identify major HSSE problems as relayed by Area HSSE Managers, recommend solutions, and ensure work is stopped until remedial and corrective action are implemented, and the situation is evaluated as safe.
  • Oversee HSSE teams in Areas in alignment with set levels of authority and ensure systems are standardized and streamlined across the Group.
  • Develop contingency plans and monitor implementation of emergency response procedures when needed in coordination with concerned parties.
  • Generate periodic Group HSSE reports to aid Senior Management with informed decisions.
  • Recommend HSSE training plans in coordination with Area HSSE Managers and followup on implementation.
  • Identify training needs & requirements, direct internal & external HSSE trainings, work on improving the HSSE culture throughout the Group & Areas by organizing HSSE campaigns and awareness sessions to all employees. 
  • Provide the needed training for staff on new Group HSSE systems and procedures.
  • Handle the IPLOCA requirements including online submission of the client's yearly HSSE statistics.
  • Introduce & implement new ISO systems as well as improve current ones, ensuring certifications’ continuity in accordance with company strategy and clients’ requirements.
  • Ensure implementation, maintenance, and sustainability of the Group ISO 45001:2018 and ISO 14001:2015 certifications in Areas of Operation in alignment with the Group HSSE Management System and in coordination with the Area HSSE Managers.
  • Act as the HSSE Management representative for the Head Office and the client's Areas of Operation where required.

Team Management

  • Perform various responsibilities related to team management including hiring, setting goals, managing absence, reviewing performance, coaching, deciding on merit increases and promotional opportunities, taking disciplinary actions and resolving grievances and conflicts.

General

  • Carry out other similar duties that can be defined within the broad functional job and functional responsibilities outlined above and as instructed by the immediate manager.

QUALIFICATIONS

  • Bachelor’s Degree in Engineering, or equivalent.
  • Minimum 20 years’ experience, of which 10 in a managerial HSSE corporate role, mainly with EPC contractor operating in the Gulf in Oil & Gas, mechanical, infrastructures and buildings projects.
  • Required certifications: NEBOSH Level 6.
  • Lead Auditor ISO 45001:2018 and ISO 14001:2015 certificates
  • Other Relevant HSE certifications: OSHA, NFPA, Firefighting, etc., are a plus.
  • Excellent knowledge of the construction industry.
  • Excellent command of English. Arabic and French are a plus.
  • Excellent computer skills.
